Functional role of wetting agent+

Two distinct duties are covered by the same class of additive: substrate wetting, where the applied film must flow over low-energy surfaces such as plastic, aged paint or contaminated metal without crawling or cratering; and pigment wetting, where the additive displaces air and moisture from the pigment surface so the dispersant can act.

Selecting the right grade+

Waterborne systems generally need stronger surface tension reduction than solventborne systems because water starts far higher. Foam behaviour matters as much as wetting power — some strong wetting agents stabilise foam and must be paired with a defoamer, which is why the two are usually evaluated together.

What is the difference between a wetting agent and a dispersant?+

A wetting agent reduces surface tension so liquid reaches the surface; a dispersant keeps the particles apart once they are wetted. Most millbases use both, and some products deliver a degree of each.
