Alberta — upstream ethane-derived polyethylene

Alberta's role in the Canadian plastics chain is upstream rather than in converting: ethane from natural gas liquids feeds cracker and polyethylene capacity in the Joffre and Fort Saskatchewan industrial areas, with rail links east to the Ontario and Québec converting base. Alberta holds 141 of Canada's 1,803 plastic-product manufacturing establishments with employees, which is consistent with a feedstock-and-resin province rather than a converting province.

Input origin is not automatically finished-good origin

Where a raw material was produced does not by itself determine the origin of the finished article made from it. Origin is decided by the rules of the specific trade agreement or tariff treatment being claimed, applied to the specific product and the processing performed. Two converters buying the same resin can reach different origin outcomes.
