Cellulose fibres carry a negative surface charge, so a cationic starch adsorbs onto them from the furnish rather than washing out with the white water. That retained starch bonds fibre to fibre as the sheet dries, raising burst, tensile and internal bond, while also helping retain fines and fillers in the sheet.
